10Scan LiveScan is being built and tested against the Arkansas State Police specification for civil applicant livescan submissions. Until the Arkansas State Police approves us, Arkansas submissions stay switched off in every account. Capture, FD-258 cards and EFT files work today.
Who this page is for
Gun shops, ranges, CHCL instructors and fingerprinting businesses: the people the Arkansas State Police calls harvesters. A harvester takes the applicant's prints on a livescan from an authorized vendor and sends them to the agency. We are the vendor; the checklist below is what you do.
Applicant types
- Concealed handgun carry license (CHCL) applicants, new and renewal, first.
- Other civil applicant types as the Arkansas State Police enables them for our station type.
- Not criminal booking, which needs palm prints these scanners do not capture, and not police applicant prints in the first release.
Harvester checklist
Every step is with the Arkansas State Police directly or with us; nothing here needs a lawyer. Print this page and tick them off.
- Choose an authorized vendor. The Arkansas State Police keeps a list of approved livescan vendors for civil applicant submissions, and a harvester must use one of them. We are working toward that list. Until we are on it, use 10Scan LiveScan for capture, cards and files, and submit through the process the agency gives you today.
- File the harvester paperwork. Complete the ASP Harvester/Livescan Operator Customer Form and the memorandum of understanding and send them to the Arkansas State Police AFIS section. They name your business, your location and the people who will run the station.
- Complete the connection and testing phase. Before your first real applicant, the Arkansas State Police runs a connection test with you and your vendor. We configure your location's submission profile and send the test records with you; the agency confirms when you are cleared.
- Decide whether you need a Tyler Technologies account. Harvesters who run non-CHCL state background checks need one (Tyler Technologies, formerly INA). Harvesters who only fingerprint CHCL applicants do not.
- Train every operator. The Arkansas State Police requires that every operator attended a fingerprint class or was shown how to take prints correctly, and it holds the vendor to it. 10Scan LiveScan includes the training video and records each operator's attestation, with the date, before their first live capture.
- Run the CHCL workflow in the right order. The applicant pays the Arkansas State Police online first and receives a confirmation number. Your operator enters that number at intake; it becomes the transaction number on the record (CCL followed by nine digits). The reason fingerprinted is the concealed carry statute (ACA 5-73-311), picked from a list, never typed.
- Know where the results go. Civil results go to the licensing agency, not back to your station. The station receives a receipt (an acknowledgement) or a rejection with the agency's message. Both appear next to the applicant in the operator app.
- Know the limits. Civil applicant submissions only (the NFUF transaction). Criminal booking needs palm prints, which none of the supported scanners capture, so it is out of scope. Police applicant transactions come later if an agency asks for them.
What 10Scan LiveScan sends
A NIST/EBTS record built to the Arkansas State Police civil applicant specification from the intake fields and the captured prints, sent over the agency's own secure channel from our servers, never from your PC. The agency's receipt or rejection comes back the same way and is shown word for word next to the applicant, with our plain-language note on what to do.
Arkansas questions
Is 10Scan LiveScan an approved Arkansas vendor?
Not yet. We are in certification with the Arkansas State Police. This page changes the day that changes; until then no account can submit to Arkansas electronically, and we say so in the operator app.
Can I start before you are approved?
Yes. Capture applicants, print FD-258 cards, build EFT files and train your operators now. When the approval lands, submissions switch on for your location after your own connection test with the agency.
Do I need a Tyler Technologies account?
Only if you run non-CHCL state background checks. CHCL-only harvesters do not need one.
Who pays the state fee?
The applicant pays the Arkansas State Police directly, online, before being fingerprinted, and brings the confirmation number to the station. The fee never passes through us or through you.
What happens if the Arkansas State Police rejects a record?
The rejection and the agency's message appear in your location's inbox with a plain-language note on what to fix. Correct the field or retake the print and resubmit; the record keeps its history.
Can you do criminal booking or police applicant prints?
No criminal booking: it needs palm prints and none of the supported scanners capture them. Police applicant prints are not in the first release.
Which scanners are allowed?
Any of the three supported FBI Appendix F certified devices: Thales DactyScan84c, Integrated Biometrics Kojak or Suprema RealScan-10. The agency's requirement is the FBI certification; the device choice is yours.
